Youth Participation in Decentralization Process

1. Capacity building for young people through training:

KYA will provide young citizens with a series of training composed of 6 steps and each step is conducted from one whole day to two full days. From step to step, it gives a pause for participants to apply or orientate to the situation in the commune. It can make them clearer about the topics after the pause.

The topics of all the six steps are important role of people’s participation, responsibility, (importance role of people’s participation and contribution for developing their communes through the decentralization process), human rights, democracy, election, decentralization, good governance, young people participation in social democratic, how to identify and prioritize issues, advocacy and civil society, communication skill,   networking, role and responsibility of commune councils, how to prepare the meeting, advocacy planning (how to develop the work plan for long term advocacy with one sample action plan and way to sustainable cooperation with commune council members).

Participants need attend all 6 steps as a series. The same participants need to completely attend all the six steps. Each training session will be conducted from one day to two days according to topics. In step one of each training course is conducted with 40 participants, who are from different villages in the selected communes in each target area. Only 20 participants are sort-listed selected from 40 participants, who attended in step 1, to take part in the rest of steps from step 2 to 6.

2. Capacity building for CC's members through training:

KYA will invite CC Members from two nearby communes to attend in each training session by combining them together. The selected two nearby communes will have mixed CC members from different political parties for each training course in each provincial area. In general, KYA will focus on bigger communes because to make sure that each commune has had 5 CC's members, who are able to attend for the whole training program. 10 participants attend in each training course.

It is also a series of training composed of 5 steps. Step 1 is conducted for one-full day and step 2 to step 5 is conducted two-full days. From step to step, it gives a pause for participants to apply or orientate to the situation in the commune. It can make them clearer about the topics after the pause.

The training for commune council members will focus on,

  • Introduction of training objectives, goal and training process.
  • Human rights
  • Democracy,
  • Decentralization
  • Good governance
  • Importance role of people's participation in social democratic
  • how to identify and prioritize issues
  • Civil society
  • Communication skill
  • role and responsibility of commune councils
  • How to prepare the meeting
  • Conflict resolution
  • Management skill
  • How to make budget planning and
  • How to make community development plan

3. Mix-workshop between citizens and CC's members:

The mixed workshops are organized and participated by mixed of the participants, who have joint the training and other villagers. It is very useful for commune council members and young people (both participants, who are attending the training and villagers, who are not attending the training) can sit and discuss together to find the ways to develop their communes.

The mixed workshop is organized to discuss on main issue, which are raised by the participants and new concerns of the people. After discussion, the issues will be prioritized and more discussion specific to each issues will help to find way to solve it. Moreover, some issues are put in the advocacy action plan for solving.

Each workshop will be conducted with 40 participants -5 commune council members and 35 ordinary people (both participants and villagers) - for one whole day.  2 mixed workshops are conducted in each selected commune. Totally 10 workshops are conducted in 10 communes with 400 participants (50% women).

4. Organizing Campaign and other social celebrations:

2 campaigns/ celebrations are organized annually to mark the international human rights day and international youth day… with participation of 80 persons in each time of each province. Totally 30 celebrations are organized in 5 provinces with totally 1500 participants (50% women).
